rcar-gen3: u-boot: Upgrade version according to Linux BSP to v3.5.6
This commit updates u-boot according to Linux BSP v3.5.6
for below fixes:
- Fix u-boot reset for ULCB.
- The SMSTPCR value is illegal immediately
before the start of the kernel.
- The following fatls command execution of usb start/stop
