templates/boot: generic-base-boot: fix boot with NBD
Since the following commit:
https://github.com/Linaro/lava-dispatcher/commit/b8e7dc1317e263884c2e10bcf4ff822857a545a5
LAVA jobs need to have a set_port action.
This patch permit to generate a job with such action
