Add a public feature for wgtpkg-pack
When it is not available, app can skip the packaging process.
The toplevel project file will be as below.

TEMPLATE = subdirs
SUBDIRS = app
QT_FOR_CONFIG += aglextras
qtConfig(wgtpkg-pack) {
SUBDIRS += package
package.depends += app
}
