[RCAR] Bump meta-rcar to latest revision v3.15.0
This includes the following changes:
* 4de9bf0 recipes-kernel: kernel-module-mmngr: Remove kernel-module-mm..
* b3d63c5 recipes-bsp: utest-apps: Update utest-cam-imr-drm recipe
