Switch from kirkstone/rust-1.68 branch in meta-lts-mixin to new
kirkstone/rust-1.70 branch to future proof building the KUKSA.val
databroker and the various vhost device backends. The target
directory in external has been changed to drop the version number
so that the configuration template will not need to be changed
again if for some reason we do need to do another bump.

Update the meta-sancloud, meta-ti & meta-rtlwifi layers to provide
initial support for the SanCloud BBE on the Yocto Project kirkstone
release. The tracking branches for both meta-sancloud & meta-ti are also
updated to point at kirkstone.
This support is still WIP and for now is limited to headless/telematics
profiles.

Changes:
- Switch to the kirkstone branches of meta-virtualization, meta-clang,
meta-freescale, and meta-freescale-3rdparty now that those
repositories have added them.
- Update poky and meta-openembedded to latest kirkstone branch commits
to pick up some more post-4.0 fixes. The fixes to handle the change
in git behavior on the build host with respect to the fix for
CVE-2022-24765 are still in queue upstream, they should come in with
another update planned for next week.
- Update meta-ti to pick up some fixes as upstream works towards a
release and creating a kirkstone branch.
- Fixed a couple of branch specifiers in default-floating.xml that had
been missed in previous updates.

Changes:
- Switch meta-openembedded, meta-qt5, meta-python2, meta-arm, and
meta-raspberrypi to their recently added kirkstone branches.
- Update poky to a commit that includes the tagged 4.0 commit plus
some of the post-release documentation fixes as well as some other
minor fixes. The fixes to handle the change in git behavior on
the build host with respect to the fix for CVE-2022-24765 are
queued upstream, another update will needed next week to get
them when they land.
- Update meta-virtualization to latest master commit to pick up
some Xen updates. A kirkstone branch should be coming for it
soon, as upstream discussion indicates these changes were partly
gating it.
- Update meta-ti to latest master commit. One of the maintainers
has indicated a kirkstone branch should be coming early next
week.

Thanks to the continuous updates from Scott on the next branch,
we can uprev directly when kirkstone is about to be released.
In this step we do uprev the AGL-repo to what is in our 'next' branch.
Then we will update the meta-agl* layers and change the default back to master.

The BSPs used for TI based platforms need to be updated together. After
this update the new versions are:
* SanCloud BSP dunfell-r5
* TI CoreSDK 08.00.00.004
Additionally, the meta-rtlwifi layer must be updated to the latest
commit on the master branch to support the 5.10 kernel used by the above
BSP releases. The master branch of this repository is compatible with
all currently supported Yocto Project release branches.

As master is transitioning to the new app framework, it is time
to clean-up the layer dependencies. In this round:
- remove meta-updater as the server side is no longer maintained
- alexa-auto-sdk is now unused
- meta-iot-cloud is now unused

Update poky to the include the yocto-3.1.7 revision plus some
additional requested bugfix commits after the release tag, and also
uprev various non-BSP layers to their latest dunfell revisions to
pick up fixes. Note that the meta-updater layers have purposely not
been updated due to new build issues that require investigation.
Additionally, the meta-spdxscanner layer has been switched to its
dunfell branch now that it has one.
On the BSP side, the meta-freescale layers have been updated to pick
up fixes, other community supported hardware BSP layer updates will
be addressed separately at a later time.

- The layer meta-rcar, from Cogent github, had changed the branch for
Yocto dunfell and Renesas RCAR BSP v3.21.0.
The new branch is named dunfell-Yocto-v3.21.0-v2.

Changes:
- Update various layers to latest dunfell branch revisions to match
Yocto Project 3.1.2 release. Note that the poky commit used
includes some security fixes after the tagged 3.1.2 commit.
- meta-clang now has a dunfell branch, so its configuration has been
updated to use it.
- meta-ti has been left at its latest release tag (07.00.00.005) to
avoid updating meta-arm and picking up its new (hopefully temporary)
meta-arm-toolchain dependency.

Thanks to the work done by Renesas and members of our community,
we are able to switch to the upstream repo and use it directly.
A shout-out goes to Kurokawa-san, Ronan and Stephane for the work
on the layer!
Any remaining adaptations are being worked on in
meta-agl/meta-agl-bsp/meta-rcar-gen3
going forward.

Although python2 is out of support, the chromium build still depends on it
until upstream fixed their dependencies and a patch can be integrated.
Thus as a stop-gap add the meta-python2 layer in the chromium build.

To facilitate migrating to the upcoming Yocto Project 3.1 aka dunfell
release, update the default.xml and default-floating.xml manifest
files to use the "next" branches of the meta-agl* repositories, and
the current latest master or dunfell branches of third-party
repositories. Third-party repositories that do not yet have dunfell
support declared in their LAYERSERIES_COMPAT variables are commented
out in the manifests. Further iteration will be required as more
third-party repositories add dunfell branches in the run up to its
release at the end of April 2020.
