Update meta-flutter
- change reference from meta-flutter to flutter-layer
- add meta-flutter-apps to check
- remove BBMASK for ivi-homescreen recipe
- update the flutter apps (remove FLUTTER_APPLICATION_INSTALL_PREFIX)
