oem-pr-bs: initial commit
This is the initial commit of agl-basesystem.
- create new layer, meta-oem-production-readiness
- create sub-layer, meta-agl-basesystem
- add 1 feature to enable basesystem
- add 2 bbclass which support to build
- add packagegroups as place holder
