rcar-gen3: u-boot: Update u-boot to v3.5.4
This commit updates u-boot to BSP v3.5.4 for following changes:
- Remove MSTP registers values rewriting process.
- Fix multiple declarations of DECLARE_GLOBAL_DATA_PTR.
