[COMMUNITY] Update optee-client versionflounder_5.99.1flounder/5.99.15.99.1

 * Fix optee-client build. We need to update optee-client
   due to a newer version of GCC.

 * using :
    EXTRA_OEMAKE = "... CFLAGS='${CFLAGS}'"

  will fix the FORTIFY build issue:
  ```
  ...
  #  warning _FORTIFY_SOURCE requires compiling with optimization (-O)
  ...
  ```

  but will replace CFLAGS from file flags.mk
