rcar-gen3: mesa: Update recipe to use meson build system
This updates recipe to use meson build system. It uses the default
setting for platform:
-Dplatforms='wayland,x11,surfaceless'
Due to the Virgl requirement issue when setting -Dplatforms='wayland'
