templates: add new layers for application framework support, update configuration
These are the same changes as the one applied on meta-agl.
The following layers are required for AGL App Framework:
* meta-intel-iot-security/meta-security-smack
* meta-intel-iot-security/meta-security-framework
* meta-agl/meta-agl-security
* meta-agl/meta-app-framework
In the local.conf.sample files, activation of Smack and Cynara is also required
