Request permission :system:capability:keep-allhalibut_7.99.2halibut/7.99.27.99.2
The capabilities must be removed (see SPEC-2006)
but at the moment, running audio service without
capabilities is not possible.
That commit request the permission to keep all
capabilities. This is a temporary solution
needed for running AVIRT with Smack LSM.
