Remove submodule usage and add autobuild scripts
Changes:
- Add .gitreview file to enable "git review" subcommand against AGL
Gerrit
- Remove old CMake app templates submodule usage in favor of the
toolchain provide templates
- Tweak config.cmake to work with newer app templates
- Add latest CMake autobuild scripts
