Add CMAKE_MINIMUM_REQUIRED for CMake >= 3.1
CMake >= 3.1 requires a "CMAKE_MIMIMUM_REQUIRED" directive.
Otherwise, an error message mentioning "VERSION_LESS"
appears during the configure step, and build fails.
