Allow pyagl CAN test test_write_wo_auth to xfail
Until the root cause can be traced down, xfail the write_wo_auth test.
Reason: we do execute pyagl multiple times and this will always fail on the 2nd invocation.
This is a bug in the appfw and is tracked in
Bug-AGL: SPEC-3648
