af-binder: upgrade to 4.99-EERC1
This includes:
- Correcting license reference to align with code
- Internal refactorings
- Dynamic bindings API and pure dynamic bindings (still to document)
- new request functions: afb_req_get_application_id, afb_req_get_uid
- C++ interface
- libafbwsc featuring direct ws API
- Bugs and typo fixes
