linux-raspberrypi: Add 4.19 for Raspberry Pi 4
Add recipe for Linux kernel 4.19 for Raspberry Pi 4 and keep
4.14 for Raspberry Pi 3. The recipe for 4.19 is backported
from master branch of the upstream of meta-raspberrypi.
