[rcar-gen3] Remove fix on ppp
* if you build ppp with a kernel >= 4.8 you need this fix
* if you build ppp with a kernel < 4.8 you need to remove this fix
* the version of the kernel from Renesas rcar gen3 v2.16 is 4.9, so
we need this fix.
