gpsd-kingfisher-conf: fix PREFERRED_RPROVIDER issue
virtual/gpsd-conf is a runtime dependency in packagegroup-agl-core-navigation.
So, PREFERRED_RPROVIDER must be used in place of PREFERRED_PROVIDER
