To allow the dunfell upgrade to be done early, these changes are necessary:
- h3ulcb : disable kingfisher support layer
- bbe : temporarily replace sancloud bbe machine template with plain beaglebone
Both boards need updated BSPs for dunfell.

* Having a minimlal local.conf serving the only purpose
of user customization is the "Yocto" way of doing things
* After a source synchronization (repo sync), feature code
must be update without regenerate local.conf
