	New packagegroup and bitbake target are added which includes utilities for testing distribution. It is assumed to be used in the Quality Assurance of AGL Distro. 	In previous patch, meta-intel layer is added to BBLAYERS for both QEMU(qemux86/qemux86-64) and Minnowboard MAX(intel-corei7-64) although QEMU target doesn't need it.
