API Reference Links updated

I updated all the links on the "Available APIs" page to go
to an "about" page when possible.  Of the list, most can be
linked to a human-readable "about" page.  Some cannot. I left
the ones that cannot go to a readable page alone.  These still
go to the repository view.

This fix is for "master" only so far.
